On March 27th, 1996, Officer Owen of the San Luis Obispo police department responded to a call from three Cal Poly co-eds. Three females were scared because someone had been harassing them.

Probable Cause Statement:
Suspect(s) calls Victim(s) numerous times and hangs up.
I met with respondent (name omitted) and her roommates (name omitted) and (name omitted). They said they had been receiving anonymous phone calls for approximately the last six weeks. The calls occur primarily between 10:00am and noon.
There have been several between 10:00pm and midnight. At times there have been as many as eight calls in a row. The caller calls and says nothing. After the victim(s) say hello several times - they hang up.
The caller has also called the answering machine. During Spring break, the suspect called their answering machine so many times that it filled up the memory with nothing but hang up calls.
(Name omitted) said they have used the *69 callback feature of their phone. But the caller is using a phone that cannot be re-dialed. It is possible the phone is either long distance or a cell phone.
(Name omitted) went to Pacific Bell annoyance phone call bureau and received information. She said she needed a crime report case number to activate a trap on her line, which she intends to do.
I furnished the DR number so the trap may be sought.
I asked if she had any suspect(s) and she said no. She did mention that last December, around Christmas, a guy had climbed up her balcony and she suspected he attempted to break into her apartment.
She said that at that time police arrived and removed the man from the premises. She said that she did not want anything done that night because she had a headache and was feeling very bad.
I checked our records and revealed that Paul FLORES was the subject who was contacted at her apartment and advised to leave after being contacted for intoxication.
(Name omitted) said she had nothing to do with FLORES, but she saw him at a party in early March. She said at the party he tried to talk to her but she told him off in very strong words.
However, it should be noted that the phone calls had been occurring prior to the incident at the party.
Respondent also said calls were more frequent during the times they were studying for final exams.
The victim said she has an unlisted phone number but does not want to change the number since they will only be here till the end of the semester.
None. No voice contact with the caller.
