Dogs: 'certified' vs 'Not Certified'

To my understanding, this is how I see this situation:

  1. Det. Paul Dostie owned Buster the Cadaver Dog.
  2. in 2014, Dostie took Buster to the properties adjacent to the Flores residence at 529 East Branch Street. He did this because he had permission from the neighbors.
  3. Buster alerted 4 separate times to the presence of human remains.
  4. The Sheriff of SLO was notified of this.
  5. David Smallwood, Publisher of the California Register, met with Sheriff Parkinson in the Sheriff's office up in SLO. He asked him about Buster's findings.
  6. David reports that the Sheriff said that Buster was not a 'Certified Dog'.
  7. Naturally - the follow-up request was of course to have the Sheriff return to the property with their own 'Certified Dogs'.
  8. But for whatever reason, this has never been done. At least not that we are aware of.
  9. David Smallwood explained the Certification in a great way.
  10. When Detective Dostie retired, 'Buster's Certification' was to remain at the Police Department. It was not transferable to Det. Dostie now that he was a private citizen. Therefore, Buster was no longer 'certified'.

Drivers License Example

David went on to provide this excellent analogy:
  1. If you have a drivers license and have been driving for 5 years and then all of a sudden your license expires at midnight just before your birthday.
  2. Does this mean that when you wake up the next day, did you forget how to drive a car? Of course not.
  3. Buster did not just forget how to detect human remains just because his certificatiion expired.

9th Clue

  1. The 4th character is the small letter 's'.

All we are asking...

We just ask the SLO Sheriff's Department to bring their own Certified dogs down to Susan Flores' property to see if they also alert to human remains just as Buster did.

​This is not an unreasonable request.

David Karp

  1. David Karp was just a kid when he worked with Paul Flores at the Union 76 station.
  2. For whatever reason, one day shortly after Kristin vanished, Paul approached David at work and started telling him what happened the night Kristin vanished.
  3. He told David his version and David was understandably shocked. He did the right thing. He shared what Paul told him to his much older co-worker, Steve Moldts. the lead mechanic at Union 76.
  4. Steve called the Sheriff's Department and they never returned his call.
  5. Essentially - David told Steve that Paul says he did not kill Kristin, that Kristin asphyxiated on her own vomit and died. Paul never did tell David where he hid Kristin.
  6. About 2002, 7 years later, I found out about this lead and met with Steve at his home in Nipomo. I also called Undersheriff Steve Bolts to let him know about this lead. He told me that was the first he heard about it so someone at the Sheriff's Department dropped the ball back in 1996 and never passed the information along to the right person.
  7. Two things I want to drive home so that the reader understands in a crystal clear way:
    1. Steve Moldts, the mechanic, went out of his way over and over to assure me that 'David Karp' was a good man and was only doing the right thing. I believe him.
    2. I was able to speak with David and he agreed to speak with Mrs. Smart that same evening. But here's the thing: David did in fact speak with Mrs. Smart on the phone (that same evening) but when he did, David told Denise "I was very young back then, it was a traumatic experience for me and I unfortunately 'blocked' everything out."
    3. For  a mother looking for her lost child,  this was difficult to hear.

A Question in Need of an Answer

  1. Many of you know that in 2014, Buster the Cadaver Dog, alerted to the presence of Human decomposition along the property line of Susan Flores' yard located at 529 East Branch Street in Arroyo Grande.
  2. Buster actually alerted four separate times along the property line.
  3. Buster is owned by retired Detective Paul Dostie, who has dedicated his life to using his cadaver dogs to help find the remains of lot loved ones around the globe.
  4. But there is a problem: Buster does not have the required Law Enforcement 'Certifications' needed to be acceptable per their Law Enforcement protocols.
  5. Yes, we think that is a weak position to take considering we are looking for Kristin. But OK, we'll give you that. Here is a way to correct this situation....
  6. Deploy your own 'Certified Dogs' to the property to see whether or not your dogs also 'Alert' to the presence of human decomposition.
  7. What is the downside to this? No warrant is even needed, just walk your dogs along the exact same property lines as Buster did.

Some Context: Buster alerted.....

  1. Along Susan Flores' property...
  2. The same property where concrete was poured the same week Kristin vanished. (I was told that by an FBI Agent)
  3. The same property a Search Warrant was issued in 2000. The warrant literally says that '...I believe that Kristin Smart is deceased and that her death and/or the disposal of her remains are a result of a criminal act.  Therefore, I request to search 529 East Branch Street for Kristin Smart’s remains, personal effects and other items that constitute evidence pertaining to this case and previously mentioned in this affidavit.'
  4. There's more: The same warrant also says, 'Reasonable cause exists to believe that Kristin Smart's body is buried in the back yard of 529 East Branch Street.'
  5. The same property where Dr. Vass' own scientific equipment confirms that there is a match between known samples of the Kristin parents' DNA and something in the ground of Susan Flores' property.

Why has Sheriff Parkinson still not brought his own certified dogs to the Susan Flores' property?

This remains one of the HUGE unanswered questions in this very sad 22 year long sad ordeal.

Fifth Clue - Cheryl Anderson

  1. Cheryl is not a suspect.
  2. She showed up for the 1997 Deposition whereas Tim Davis refused to.
  3. Cheryl was the subject of the anonymous message I received on September 16th, 2016.
  4. This message came in the week after Sheriff Parkinson led the search at Cal Poly. Read the anonymous message on our homepage.
  5. The message was a very forceful defense of Cheryl's innocence and her personal character.
  6. I agree 100% with Cheryl's 'innocence'. She had nothing to do with Kristin's disappearance. She simply was the last person to be with Kristin before Kristin and Paul walked off alone.
  7. With that said, consider this:
  8. Kristin vanished May 26th, 1996. The Deposition occurred on November 14th, 1997.  538 days later.
  9. Zero is the total number of times Cheryl has reached out  to the Smart family in those 538 days.
  10. The deposition was 8,180 days ago.
  11. Zero is the number of times Cheryl has spoken with the Smart family since the deposition, 8,180 days ago. 
  12. She DID show up for the deposition and she did speak with Law Enforcement (but I have no idea how cooperative she was).​
  13. Does that behavior seem normal to you?

Clue # 4: Tim Davis

Not sure whether or not to believe the 'official story' of the night Kristin vanished. More specifically - 'no', I don't believe it.

Supposedly, Kristin was walking home to the dorms from a party less than 1/2 mile from campus. She was walking with Tim Davis and Cheryl Anderson. Along the way, Paul Flores showed up and joined them.

Almost back to the dorms. the story goes that Tim Davis headed off in a different direction leaving Paul alone with Cheryl and Kristin. 

Right near the dorms, at Grand & Perimeter, Cheryl left to head towards Santa Maria Hall up along Grand Avenue, thus leaving Kristin alone with Flores.

While law enforcement is focused on Flores, Tim Davis' behavior has been extremely lousy at best. In over 22 years, he has never once reached out and spoke to the Smarts.

Many of you know that he blew off the 1997 Deposition, but what people might be surprised to learn is that he refused to go even with the Smarts' attorney pleading with him to please attend.

Tim Davis literally pulled a 'no-show'. At least Cheryl Anderson had the decency to show up. With that said, I personally had Cheryl's front door slammed in my face when I knocked on her door in the early 2,000's.

She was living in Campbell, Ca at the time. To be completely honest, it was some guy that slammed the door in my face, but Cheryl was standing right next to him.

We are just trying to find a missing human being and we have to put up with this type of behavior.

​Dan Dow was elected to the office of District Attorney of San Luis Obispo County in 2011.  Mr. Dow was reelected in the most recent election cycle for another term.

When he determines that there is enough evidence to charge the suspect in Kristin's case, he will do so.

Some context: I met the Smarts in December of 1997. They shared with me (way back then) that they were told by an FBI Agent that they already had more than enough evidence to charge Paul Flores in connection to Kristin's disappearance.

David Smallwood meets the Lassiters...

David Smallwood, publisher of The California Register, was able to meet with the Lassiters for over 4 hours in September of 2018. Listen to what Mary and Joe Lassiter shared with David about the Earring they found in their driveway.
"Joseph Lassiter said the earring had red "stuff" on it that, according to the people to whom he showed it, resembled blood."

  1. The statement above is a quote taken directly from the June, 2000 Search Warrant application written by FBI Agent Jack Schafer.
  2. The Flores had rented out their home at 529 East Branch Street in Arroyo Grande shortly after Kristin vanished.
  3. Mary and Joe Lassiter were out in the driveway one day washing their car when Mary noticed an earring laying in a crack in the driveway.
  4. Both Mary and Joe realized the potential importance of the earring so they turned it over to the SLO Sheriff's Department.
  5. Then, somehow, the earring was lost by the Sheriff's Department.
  6. The warrant says that there was a red substance on the earring that 'resembled' blood. We'll never know for sure because it vanished.
  7. David Smallwood, publisher of The California Register and I both spoke with Mary Lassiter about the earring in September of 2018.
  8. Mary is positive it was 'blood' because she said it was actually a 'dried bloody fingerprint'.
  9. Mary is a registered nurse for over 25 years and she told me she knows what blood likes like in all stages of decay.
  10. Mary is 100% positive it was blood.

First and foremost, I want people to understand that this contest is a living, breathing example that we will never forget Kristin. No, we are not 'Law Enforcement'  and we are not the 'District Attorney' so legally, there is only so much we can do.

But we can keep the name of Kristin Denise Smart on our lips and in our hearts.

The man in this photograph is Tim Davis. This guy walked Kristin home the night she vanished. It was Tim Davis, Cheryl Anderson and suspect Paul Flores.

Davis refused to speak with the Smarts. He blew off the 1997 deposition. Tim Davis No Show!

He called the cops when I tried to contact him to ask him to please speak with the Smarts.

Only he knows the reasons for his lousy behavior.
